Customer and service portfolios
The city’s customers are e.g. the citizens, people who work in the city, tourists and businesses as well as non-profits that reside in the city. These customers are the ones that use the city's core services. The Helsinki service register comprises roughly 750 individual core services, out of which over 500 base on legislative tasks assigned to local governments.
Providing these core services also requires a large set of internal supporting services. The city itself is the customer to those.
Development portfolio
The primary purpose of the development portfolio is ensuring that the the city develops its core and supporting services at right time with suitable resourcing. Well governed development is attached to service hierarchies and customer segments in order to focus development efforts where customer value will be most optimal.
Digital, process and sourcing portfolios
In today's digital era almost every service at least includes digital capabilities, or it is a fully digital service. These digital capabilities form their own digital capability portfolios: technology portfolio, systems portfolio, information resource portfolio and integrations portfolio. In addition there should be a process portfolio in place for managing service processes. In addition, development and operation of services requires procurement and vendor management. These can form their own portfolios which pursue managing vendor performance and life cycles of procurement.
Innovation funnel
It is worth while to categorize development activities into an innovation funnel. It is namely just as important to take care of wide enough research and explorative development activities before the actual investments. Good quality research focuses investments and thus reduces waste and failed investments. Services do not keep up themselves without contant care either. These four categories form an innovation funnel.
